Multiple web.config files in the same directory

Hello,

Before asking my question, I will explain our current set-up:

We have a ColdFusion 10 application hosting multiple client sites. These client sites in IIS7 (they are all seperate sites in IIS) all are set to the root directory of our application, and our application handles the individual site content. Because of this, IIS will use the same web.config for all client's sites.

What we would like to do, is have seperate web.config's for each client, since a lot of our clients request rewrite rules to be added. But of course, we do not want this to affect our other clients, so we cannot put it in the web.config that's in the application's root. Is there a way to make seperate web.config files for each client, while still all being set in IIS to the root directory of the application? Also, all of our client's web.config'sdo need to inherit from the root web.config.

I've tried looking at other solutions that emulate Apache configuration files (.htaccess etc), but this, I think, wouldn't solve our issue.
