iis web app is using a proxy server to connect to remote servers

forgive me is this shows up twice, i had some issue posting earlier

 

here is the issue:  our website/application is made by a company called blackbaud.  As a website, it is working fine and people can access it just fine.  it runs on iis on win2008r2.

Some of the features are configured on our local webserver, which then sends data to Blackbaud for processing.  For example, we can use the web/app to send a mass email to our constituents, to do so we do the following:

1. use the tools to create and design the email/newsletter (this part takes place on our web server which is iis)

2. when we submit, the information is sent to a blackbaud server, which queues it and will send it from there (so the emails are not sent from our equipment)  

 

our issue is that the iis server is unable to contact the blackbaud server.  we have run packet traces and see that the web server is trying to connect to the internet via a proxy server connection 172.16.1.1:8080.  We used to use a TMG server, and it would act as a proxy.  however, we changed our firewall platform and are not using proxy connections.   So the question is: how do we get this iis web application to stop trying to connect to the internet through the old proxy server (and just use the default gateway).  i would note the following:  

1. from that server, we can ping the blackbaud server we are trying to reach - so internet connectivity is fine

2. as mentioned, that server is our website and there is no issue browsing it

3. when logged into the server, one can browse using IE

4. in IE, there are not proxy settings (we turned them off)

5. i have searched the registry for proxy settings and disabled where i could

6. i removed a number of profiles and restarted the system

7. the application still is trying to use proxy settings to initiate connections

8. i have checked group policies and do not see any that force proxy settings  

9. i have looked for system.net and web.config files - but have not found any that contain reference to proxy.

 

so, how do we figure out where this web app is getting it's connection information and how to we eliminate proxy settings?
