IIS gives me error 403.4 on none SSL pages

Hi there,

I have a local Windows Server 2012 configured with IIS and a valid certficate. However, on the default site I have unchecked the "require SSL" under SSL settings and restarted the iis server.  But when I try to openhttp://localhost I get access denied 403.4. 

I have an active HTTP-redirect on this page to an HTTPS site. If I go to https://localhost , I get no error and the redirection works. 

Please let me know if I can provide any more information that would be of any help.
