Web PI fails to open

Hello,

I downloaded and installed Web PI 4.6 from both the website and the .msi link on another thread. Everything loads find but when I open the program I get a window with nothing but an arrow pointing down. The arrow is on what lloks like a piece of paper with two more behind like a deck of cards. There are no controls, menus or anything to click.

Any ideas would be appreciated

I am running windows 7 64 bit on a Samsung Series 7 CHRONOS. I have already installed Visual Studio Express 2012 and it is working fine.
