Unable to ftp into server

I am having some trouble with ftp.  The server at the instiution where I work runs Windows Server 2003 Standard Edition and IIS 6.  We primarily use the program for managing ftp to and from the server.  After changing the FTP properties to deny access to all computers except those from a select few IP address (including mine and a colleague's) we found we were unable to access the server via ftp.  We use the command prompt and receive the following message:

Connected to x.x.x.xxx IP Address

530 Connection Refused, IP Address Unknown

421 Service Not available, closing control connection

Now we have two FTP sites in IIS.  One is restricted to a single IP address and works fine (a file is automatically deposited there; this has been unaffected).  The other is limited to my IP address and my colleague's.  Nevertheless we are unable to get in.  What brought me to this forum was the the standard solution for this issue has not worked.  Restarting both IIS and the FTP Service has done nothing.  I also tried deleting the IPSecurity Policy for the FTP site in question using the Adsutil.vbs script, but that had the affect of removing the restrictions I want on there.  My best guess is that IIS is somehow getting the restrictions for the two sites confused because, as far as I know, there is only one IP address for the server.  However the problem site does not have a specific IP address associated with it, but rather uses "All Unaasigned".  Does anyone have any clue what the cause of the issue night be?
